How to sell waste plastics in Europe

Pyrolysis plants across Europe are short of clean polyolefin feedstock. This page is what we ask a plastics seller before we place the first parcel, and the route we would take if we were sitting on the tonnage ourselves.

Selling waste plastics into pyrolysis comes down to four things: sort toward polyolefins, keep the chlorine out, get the waste status and paperwork right, and sell by composition and tonnage rather than by bale count. Pyrolysis plants make oil from LDPE, LLDPE, HDPE and PP, and the oil yield of a clean polyolefin input is typically 60 to 85 percent, which is why such input is worth real money and why buyers screen hard on what else is in the bale. The single number that ends most conversations is chlorine, because it comes almost entirely from PVC, corrodes the plant and ends up in the oil. The buyers exist and are hungry; what separates material that places well from material that keeps being rejected is sorting discipline, dry weight honesty and documentation that says what the material is and where it came from.

Every step loses material and adds cost. That is why grade and contamination matter more than headline tonnage.

What pyrolysis buyers screen on

Polymer mix. Pyrolysis wants polyolefins: LDPE, LLDPE, HDPE and PP. Film, rigids, regrind and production scrap all work. PET and PA go to other processes, and small carry-over percentages are tolerable, but a bale that is half bottles is a different product with a different buyer.

Chlorine is the gate. It comes almost entirely from PVC and labels, it corrodes the reactor and it follows the oil into the buyers specification. A pyrolysis operator can work with low single digit percentages of PVC carry-over and almost nothing above it, so the sorting step that takes PVC out is the step that makes the tonnage sellable (see our plastic pyrolysis oil page for what happens downstream).

Water and residue. Wet film pays for its own drying twice: once in weight and once in the reactor. Buyers test moisture and ash or residue, and discounts follow the numbers rather than the story. Washed, dried and milling-ready material earns the top of the range.

Form and consistency. Baled film, regrind, flake or flocculated material each fit different intake systems, but every buyer wants the same two things in the form: identifiable and repeatable. One truckload that matches the sample is worth more than ten that nearly do.

What chemical recycling intake typically asks for. Published feedstock quality guidelines for pyrolysis of plastic waste (Eunomia for the Alliance to End Plastic Waste) work from roughly these numbers; individual plants set their own, usually tighter, limits.

The forms material comes in, from bales to lumps

Bales. Compressed film or rigids, the workhorse form of post-consumer polyolefins. A sorted bale of one polymer family with low carry-over is what most intake systems are built around; a mixed bale is what they all discount.

Lumps and purgings. Start-up shut-down material, machine purge and rejected mouldings: firm lumps of usually one polymer, often uncontaminated because they never left the production line. Buyers like them for exactly that purity, and size reduction to a fist or less makes them flow through intake like regrind.

Regrind and milled material. Production scrap and off-cuts ground on site. The cheapest way to make lumps shippable, and the form most plants quote against, as long as the grind is dry and from one polymer.

Washed flake. Film or rigids washed, dried and cut. More work, and paid accordingly: flake is the nearest thing to a specification product in this trade.

Agglomerate and EVOA. Light film densified into flowable granulate. For packaging film and stretch wrap it is the form that turns a warehouse of air into a sellable cargo, and export-grade EVOA is one of the few forms the remaining OECD routes still accept.

Which form should you sell in? The one that matches your volume and your buyer, not the one your neighbour uses. A sorter with steady tonnage sells bales or agglomerate; a manufacturer with clean arisings sells lumps or regrind with minimal handling. Sorting, documentation and the export wall

Sort before you sell, not after. The economic sort takes out PVC and wires, paper and card, stones and glass, and splits the stream toward one polymer family. Near infrared sorting gets film and rigids to the purity levels pyrolysis intake asks for; hand picking gets a long way at smaller volumes. The chlorine test on the sorted output is the proof the sort worked.

Waste status travels with the material. Most waste plastics are waste under the shipment regulation, so cross-border movements follow Regulation (EU) 2024/1157: documented, and since May 2026 digitally notified where notification applies. National waste transport permits apply on the road (see our waste shipment rules page).

The export wall is real. Exports of plastic waste to non-OECD countries are banned from 21 November 2026, and the OECD routes that remain demand near-single-polymer, clearly documented material. Tonnes that used to travel east now need a European home, and pyrolysis and chemical recycling are the routes taking them (see our waste plastics page).

Intake records are the asset. Record origin, sort method, test results and bale or lot identity from the first tonne. Auditors and buyers ask the same questions, and retro-fitting a documentation trail is close to impossible.

How the price is set

Input is priced per tonne of what the plant actually converts. A clean polyolefin stream yields roughly 60 to 85 percent oil, so buyers value feedstock off oil yield per tonne, minus the cost of what they must remove. Water, ash, PVC and metals are all discounts, and the discount schedule is steeper than most sellers expect.

Volume pattern beats volume. A steady five hundred tonnes a month places better than an occasional two thousand, because a pyrolysis plant runs continuously and contracts its intake. Term agreements on defined specification earn a premium over spot parcels of unknown composition.

Specification parity with the oil. The same five numbers that decide whether the pyrolysis oil sells, chlorine, silicon, sulphur, water and metals, trace back to the feedstock. Material that keeps those numbers low at intake protects the oil price at the other end, and buyers pay for that protection.

Where we come in. Frequently asked questions

What are plastic lumps and can I sell them?

Lumps are the solidified start-up, purge and reject material from extrusion and moulding lines. Because they are usually one polymer and rarely contaminated, they are among the best feedstock forms around: sell them as they are to traders who grind, or regrind them yourself for a better price.

Can I sell machine purgings and start-up material?

Yes. Purging and start-up shut-down material from PE and PP lines is single-polymer production scrap, not waste in most regimes, and it places well with both mechanical and chemical recyclers. Keep the polymers separate per line and note what each lot is.

What is EVOA or agglomerate, and is it worth making?

Agglomerate, often traded as EVOA, is light plastic film that has been densified into flowable granulate. For warehouses of loose film it is the difference between hauling air and selling tonnage, and it is one of the few forms still acceptable for the OECD export routes that remain after the non-OECD ban.

What specification do pyrolysis plants require?

Published feedstock quality guidelines work from roughly 85 percent PE and PP, a maximum of 7 percent moisture and a maximum of 15 percent total contamination, with PVC sorted out as far as possible because its chlorine corrodes plants and lands in the oil. Individual plants set their own limits, usually tighter, which is why we ask for the polymer mix and test results first.

What is waste plastic worth per tonne?

Sorted single-polymer bales have traded in the low hundreds of euros per tonne and, in tight markets for clean polyolefins, well above that, while mixed or wet loads have traded close to zero. The range is wide because the price follows oil, virgin resin and local demand. A current analysis and a description of the sort are what get you a real number instead of a range.

Can I sell unwashed film?

Unwashed film sells, but into fewer doors and at a discount that often exceeds the washing cost. Buyers who wash themselves price the dirt and the water; buyers who do not simply refuse. If washing is an option for your volumes it is usually the single most profitable upgrade.

What plastics can I sell for pyrolysis?

Polyolefins: LDPE, LLDPE, HDPE and PP, as film, rigids, regrind or production scrap. Mixed polyolefin streams work when the non-PVC share is high. PET and PA go to other processes, and PVC is the one to keep out, because its chlorine corrodes plants and lands in the oil.

Can I sell mixed plastic waste?

Mixed polyolefin waste sells when the sorting has taken out PVC, wires and obvious residue, and when a chlorine test on the output backs the sort. Fully mixed municipal bales are a different product with a different and much smaller set of takers.

Do I need to be certified to sell feedstock to pyrolysis?

Not in the way fuel feedstocks need ISCC. What plants ask for is waste status handled correctly, a documented origin trail, test results on moisture, ash and chlorine, and a specification you can repeat load after load. Certification becomes relevant when the output oil is claimed as recycled under rules like the Packaging and Packaging Waste Regulation.

Can I still export waste plastics outside Europe?

Exports to non-OECD countries are banned from 21 November 2026 under Regulation (EU) 2024/1157, and the remaining OECD routes require nearly single-polymer, well documented material. In practice European tonnage needs a European home, which is exactly the gap pyrolysis and chemical recycling plants are filling.

What volumes do buyers take?

Intake systems differ, but the pattern is the same everywhere: consistency beats size. Plants contracting intake prefer a reliable several hundred tonnes a month on agreed specification over irregular large parcels of changing composition.
